This law reduces the number of questions students will have to answer on the form, makes crucial changes to the\u00a0<a href=\"https:\/\/sgp.fas.org\/crs\/misc\/R43351.pdf\">Higher Education Act of 1965<\/a>\u00a0to expand Pell Grant eligibility and removes outdated restrictions to make federal student aid more accessible to all students.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><u>2024-2025 FAFSA Release<\/u><\/strong><\/p>\n<p>Due to the major changes, the U.S. Department of Education&#8217;s Office of Federal Student Aid has indicated they will be ready to offer the simplified application for the upcoming cycle, but they are <strong>delaying the release until\u00a0December 2023<\/strong>, two months after the usual October 1 release. Presently the department has stated that the 2024-2025 FAFSA will be ready mid-December 2023. However, they are not required by law to have it available until January 1, 2024.<\/p>\n<p>This is the largest FAFSA overhaul in recent years, and it will require not only the federal government to implement changes to their processes, but states and schools need to prepare for the change as well.<\/p>\n<p>&nbsp;<\/p>\n<h2><b>Why is it changing?<\/b><\/h2>\n<h3>The Consolidated Appropriations Act, 2021:<\/h3>\n<h4>Future Act &#8211;<\/h4>\n<ul>\n<li>Allows the Department of Education to automatically obtain federal tax information from the IRS for students, parents, and other contributors (such as a spouse or stepparent).<\/li>\n<li>Requires consent from students and other contributors separately.<\/li>\n<\/ul>\n<h4>FAFSA Simplification Act &#8211;<\/h4>\n<ul>\n<li>Introduces significant changes to the FAFSA application process, including changes to the FAFSA form.<\/li>\n<li>Changes in how students complete the application.<\/li>\n<li>Changes in eligibility calculation.<\/li>\n<\/ul>\n<h3>The Consolidated Appropriations Act, 2022:<\/h3>\n<h4>FAFSA Simplification Technical Corrections Act &#8211;<\/h4>\n<ul>\n<li>Extended FAFSA simplification timeline.<\/li>\n<li>Updated language associated with Cost of Attendance (COA).<\/li>\n<li>Provided additional flexibility for assisting students with unusual circumstances.<\/li>\n<li>Modified the terms and conditions for students that qualify for Pell Grant funds based upon meeting special conditions currently associated with the Iraq and Afghanistan Service Grant and the Children of Fallen Heroes Grant.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h3 id=\"contributors\">Contributors<\/h3>\n<p><b><span data-contrast=\"auto\">Who are Contributors on the 2024-25 FAFSA?<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\"><br \/>\n<\/span><span data-contrast=\"auto\">Contributor is a new term introduced on the 2024-25 FAFSA form. It refers to anyone asked to provide information on a student&#8217;s FAFSA form, i.e., the student, the student&#8217;s spouse, a biological or adopted parent, or the parent&#8217;s spouse (stepparent).<\/span><\/p>\n<p><span data-contrast=\"auto\">A Contributor is NOT a grandparent, foster parents, legal guardian, brother or sister, aunt or uncle, even if they helped provide for or raise the student.<\/span><\/p>\n<p><span data-contrast=\"auto\">A Contributor on the FAFSA form doesn&#8217;t mean they are financially responsible for the student&#8217;s education costs.<\/span><\/p>\n<p><b><span data-contrast=\"auto\">How are Contributors determined?<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\"><br \/>\n<\/span><span data-contrast=\"auto\">The student&#8217;s or parent&#8217;s answers will determine which contributors (if any) will be required to provide information.\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">What do Contributors need to provide?<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\"><br \/>\n<\/span><span data-contrast=\"auto\">These contributors will be invited to complete their portion of the FAFSA form by entering their name, date of birth, Social Security number, and email address. Contributors must provide consent as well as both personal and financial information in their own sections of the FAFSA form.<\/span><\/p>\n<p><b><span data-contrast=\"auto\">What are the steps Contributors must follow?<\/span><\/b><\/p>\n<ol>\n<li><span data-contrast=\"auto\">Contributor receives an email informing them that they&#8217;ve been identified as a contributor.<\/span><\/li>\n<li><span data-contrast=\"auto\">Contributor creates a StudentAid.gov account if they don&#8217;t already have one.<\/span><\/li>\n<li><span data-contrast=\"auto\">Contributor logs in to account using their FSA ID\u00a0 account username and password.<\/span><\/li>\n<li><span data-contrast=\"auto\">Contributor reviews information about completing their section of the FAFSA form.<\/span><\/li>\n<li><span data-contrast=\"auto\">Contributor provides the required information on the student&#8217;s FAFSA form.<\/span><\/li>\n<\/ol>\n<p><b><span data-contrast=\"auto\">What if I am a Contributor and don&#8217;t want to provide my information on my student&#8217;s FAFSA?<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\"><br \/>\n<\/span><span data-contrast=\"auto\">Being a contributor does NOT implicate financial responsibility. Who is the contributor to my FAFSA? <\/span><\/b><br \/>\n<span data-contrast=\"auto\">The parent included on the FAFSA as a contributor must be the parent that provides the greater portion of the student&#8217;s financial support even if they do not live with that parent. If they choose to mail a paper FAFSA, both will need to provide consent on the paper FAFSA, and both will need to provide wet signatures and mail the application to the Department of Education address on the paper application.
