Board of Regents RFPs: TheÌýfollowing LA Board of Regents (BoR) grant programs will be available for the 2026-27 funding cycle. The RFPs can be found below:Ìý

BOR Application Portal (LOGAN)- LOGAN is the submission portal for any and all BOR grants/contracts. LOGAN will provide you with any template, required documents, and any contracts/ reports (if awarded). Once you decide on a program, you will need to using your ÐÓ°É´«Ã½ credentials.ÌýIt will then ask you to select your grant program and open an application.Ìý

• All submissions through LOGAN follow the flow of: PI > ORSP > BOR
  • • When a PI submits, it flows through ORSP’s institutional LOGAN account for final approval before final submission to the BOR. ORSP makes the final submission to the BOR.

Notice of Intent (DUE TBD):Ìý A NOI’s purpose is to alert the BOR that you will be submitting a proposal within one of their programs. The project description you submit will allow the BOR to identify external reviewers for your full proposal. A full application will not be available to you unless a NOI is submitted to the BOR. A Notice of Intent is required for all RCS, ITRS, and ATLAS proposals, which will need to be internally routed through your chain of command (i.e., Department Head, Dean, and Vice Provost) and approved by the Office of Research and Sponsored Programs before submitting it to the BoR.Ìý Because the Notice of Intent has much less information than a full proposal, the ORSP has developed a revised Internal Routing form specifically for the BoR Notice of Intent.Ìý Please select the link below to download the NoI Internal Routing form.

        • When full proposals are routed, a new Routing Form will need to be completed. This form can be found at: /orsp/

Internal Review (formerly White Paper) (DUE TBD): The BOR requires that every proposal submitted at each institution has been reviewed and approved by university administration. The internal review requires a project description, a preliminary line item budget, and budget justification. You will be provided via email from ORSP a summary of the administrative review of your proposal. You will be required to upload a PDF of that email as part of your final proposal submission as proof that an internal review took place.

Final Submission- Your final submission will be uploaded to LOGAN no later than 12:00 NOON on the day that it is due to the BOR. Documents needed will be outlined and provided in LOGAN in your application package. ORSP will submit your proposal in LOGAN once you have uploaded your documents by the deadline (12:00 NOON) and have received all internal routing approvals.Ìý

Deadline Information: ORSP requires that everything being submitted to the BOR is submitted to ORSP at least 2 WEEKS BEFORE it is due to the BOR. This is the same for any grant routed through ORSP. This is because:

• Your documents are carefully reviewed and internally approved by: your department, college, ORSP, the Provost, and the Controller’s Office. Proposals MUST be approved by all referenced parties BEFORE submission to the agency.
• Submitting documents to ORSP 2 weeks before the BOR deadlines ensures that we are able to review, make any changes, and submit without rush. Because your proposal passes through so many offices on campus before being approved to submit, we want to ensure each of these individuals are able to carefully review.
  • • This also avoids last-minute submissions if any of these individuals are out of office.
• All documents are due in LOGAN by 4:30 PM on the day they are due. This means that all submissions should be submitted by the PI to ORSP in LOGAN no later than 12:00 NOON on the day they are due, in case the proposal needs to be sent back to the PI for changes.
• Failure to comply with these deadlines risks your proposal not being submitted on time, or getting all of your internal approvals in time.

The Board of Regents has a very small staff and cannot handle individual questions from all higher education institutions statewide. If it is necessary to pose official questions to the Board, those should be directed through the Office of Research first.Ìý

Research Competitiveness Subprogram (RCS)

The specific objective of the RCS is to solicit research proposals designed to build and strengthen the fundamental research base and competitiveness of Louisiana’s universities. The proposed research must include fundamental (basic) research contributions rather than simply the application of existing knowledge. No applicant may seek more than a total of $200,000 over a three-year period. The RCS is a stimulus program directed only toward those researchers who are at the threshold of becoming competitive on a consistent basis in the Federal R & D marketplace and who–with some assistance from the Support Fund to implement their plans to overcome whatever barriers they have identified which have stood in their way–clearly have a strong potential for enhancing their competitive status within a limited time span. Junior researchers at the threshold of becoming competitive will be given priority over senior researchers who are changing research fields. The objective of the RCS one-year research component is to stimulate and support faculty on a limited basis in their exploration of novel science and engineering research leading to near-term federal support. The RCS One-year research component provides short-term pilot awards for both tenured and tenure-track faculty.

Departmental Enhancement Subprogram (DEH)

Based on Constitutional mandates and policies adopted by the Board, the objectives of Enhancement programs are to enhance the infrastructure of academic, research, or agricultural departments/units and to promote economic development. Projects should thus be designed to propel departments forward to enhance existing offerings and foci in accordance with the role, scope, mission, and strategic priorities of the institution and current and prospective direction(s) of the affected department(s)/unit(s). Proposals should clearly indicate how project objectives are linked to the highest academic, research or training priorities of the affected department(s) and institution(s) as well as how Support Fund investments, necessarily limited in scope and duration, will increase the capacity and quality of research, education, and/or training available to faculty and students.
