  {"id":2857,"date":"2026-01-16T00:09:55","date_gmt":"2026-01-16T00:09:55","guid":{"rendered":"https:\/\/www.nicholls.edu\/policy-procedure-manual\/?p=2857"},"modified":"2026-01-16T00:09:55","modified_gmt":"2026-01-16T00:09:55","slug":"4-27-classified-advisory-committee-bylaws","status":"publish","type":"post","link":"https:\/\/www.nicholls.edu\/policy-procedure-manual\/2026\/01\/16\/4-27-classified-advisory-committee-bylaws\/","title":{"rendered":"4.27 &#8211; Classified Advisory Committee Bylaws"},"content":{"rendered":"<p>Classified Advisory Committee Bylaws<\/p>\n<p>4.27.1 &#8211; Committee Membership<\/p>\n<p>4.27.1.1 Eligibility<\/p>\n<p>Eligible employees include any member of the classified staff employed full time and granted<br \/>\npermanent status.<br \/>\n4.27.1.2 Representation<\/p>\n<p>The Committee shall consist of 13 members with representatives from the following areas:<br \/>\n\u2022 Mamie Bourgeois Award Recipients (3)<br \/>\n\u2022 NSU Outstanding Trades Employee Award Recipients (3)<br \/>\n\u2022 Appointed Committee Members (7)<\/p>\n<p>4.27.1.3 Term<\/p>\n<p>A term shall be defined as a three-year period beginning on July 1 (or unless otherwise<br \/>\namended) and ending on June 30 of the fiscal year.<\/p>\n<p>Term Limits for Elected Members<br \/>\nElected members are limited to one term. After a one-term absence, an employee may<br \/>\nbe nominated again. In the event, an elected member becomes an appointed member<br \/>\n(award recipient), they will serve on the Committee for three additional years beginning<br \/>\nJuly 1.<\/p>\n<p>Term Limit for Appointed Members<\/p>\n<p>Appointed members are limited to one term.<\/p>\n<p>4.27.1.4 Elections<\/p>\n<p>Elections shall be held as Committee positions for elected members become available. The<br \/>\nCommittee Chair will obtain a list of eligible employees from the Human Resource Office to<br \/>\npresent at the next meeting and Committee members will nominate employees for each vacant<br \/>\nposition. The Committee Chair will forward the list of nominees to the University President for<br \/>\napproval.<\/p>\n<p>4.27.1.5 Vacant Positions for Elected Members<\/p>\n<p>In the event an elected Committee member should leave the University, resign from their<br \/>\nCommittee position, or is otherwise unable to fulfill his\/her duties, the Committee will meet to<br \/>\nfill the vacant position. Nominees will be selected and submitted to the University President for<br \/>\napproval. As determined by the President, the newly elected member shall complete the term<br \/>\nof the exiting member or complete the full term limit assigned to incoming members.<\/p>\n<p>4.27.1.6 Vacant Positions for Appointed Members<\/p>\n<p>Appointed members consist of the Mamie Bourgeois Award recipients and the Outstanding<br \/>\nTrades Employee Award recipients for the previous three years. In the event an appointed<br \/>\nmember should leave the University, resign from the Committee, or is otherwise unable to<br \/>\nfulfill his\/her duties, the position will be filled for the remainder of the term by another<br \/>\nnominee.<\/p>\n<p>4.27.2 &#8211; Officers<\/p>\n<p>4.27.2.1 Election of Officers<\/p>\n<p>The election of officers shall be facilitated by the outgoing Chair. At this meeting, Committee<br \/>\nmembers may nominate themselves or any other Committee member for any of the three<br \/>\nofficers. Each member present at the meeting shall cast one vote for each office. The votes will<br \/>\nbe counted and the unanimous results will be announced immediately.<\/p>\n<p>4.27.2.2 Term of Officers<\/p>\n<p>Each officer shall be elected for the duration of their term. If the officer resigns or is otherwise<br \/>\nunable to fulfill their duties, the Committee shall meet to elect a replacement for the remainder<br \/>\nof the term. Following a one-year absence from an office, a Committee member may serve<br \/>\nagain for the same office.<\/p>\n<p>4.27.2.3 Primary Duties<\/p>\n<p>The Chair shall:<br \/>\n\u2022 Facilitate all meetings;<br \/>\n\u2022 Meet with the University President as necessary;<br \/>\n\u2022 Submit written reports, responses and recommendations to the University President as<br \/>\nnecessary<br \/>\n\u2022 Represent the Classified Advisory Committee on other university committees seeking<br \/>\nclassified staff representation<br \/>\n\u2022 Submit approved minutes to the University President<br \/>\nThe Co-Chair shall:<br \/>\n\u2022 Fulfill the Chair\u2019s obligations in his\/her absence;<br \/>\n\u2022 Assist with the Chair\u2019s duties as requested by the Chair;<br \/>\nThe Secretary shall:<br \/>\n\u2022 Schedule and create an agenda for all meetings;<br \/>\n\u2022 Record minutes of all Committee meetings;<br \/>\n\u2022 Keep records of all minutes and election details<br \/>\n\u2022 Notify classified employees of meeting dates, times and location<br \/>\n\u2022 Send meeting minutes to all classified employees<\/p>\n<p>4.27.3 \u2013 Meetings<\/p>\n<p>4.27.3.1 Frequency of Meetings<\/p>\n<p>A minimum of two (2) meetings shall be held during each of the fall and spring semesters and<br \/>\none (1) during the summer session.<\/p>\n<p>4.27.3.2 Emergency Meetings<\/p>\n<p>Emergency meetings may be called by the Chair in response to a special request or need from<br \/>\nthe University President, or another organization.<\/p>\n<p>4.27.3.3 Agenda<\/p>\n<p>An informal meeting agenda will be created by the Secretary prior to each meeting. The<br \/>\nagenda will be included in the email giving the date\/time of the next meeting. Committee<br \/>\nmembers may submit to the Secretary items to appear on the agenda prior to the meeting<br \/>\ndate.<\/p>\n<p>4.27.3.4 Meeting Format<\/p>\n<p>All meetings are open to all Classified employees. However, an individual may be invited to the<br \/>\nmeeting to provide data or other pertinent information as needed.<\/p>\n<p>4.27.3.5 Meeting Procedures<\/p>\n<p>The Chair will call the meeting to order. The Chair may ask the Committee to vote, as<br \/>\nnecessary, during meetings. The members present at the meeting will decide the outcome.<\/p>\n<p>4.27.3.6 Information Submitted by Employees<\/p>\n<p>If concerns, questions, or recommendations are submitted by an individual to any Committee<br \/>\nmember, that member will immediately inform other Committee members of the request by<br \/>\nemail. The Chair will respond to that individual by email within 3 business days and state that<br \/>\nthe Committee appreciates the input and will address the issue at the next meeting. If the<br \/>\nChair is not available, the Co-Chair will respond. If the Co-Chair is not available, the Secretary<br \/>\nwill respond.<\/p>\n<p>4.27.3.7 Minutes<\/p>\n<p>Meeting minutes shall be sent by email to all classified within five working days of the meeting.<br \/>\nCommittee members have five working days to send any corrections by email to the Secretary.<\/p>\n<p>4.27.4 Amendment of Bylaws<\/p>\n<p>Bylaws may be amended as needed. The amendment shall be discussed and voted on during a<br \/>\nCommittee meeting. The members present at the meeting will decide if the amendment is<br \/>\naccepted.
