The prayer was led by Mia Nunez and the pledge was given by Senator Luke Pitre. Minutes of September 22, 2025 were approved as printed. GUEST SPEAKER: Dr. Michele Caruso Dr. Clune asked me to present his report. First, Im sorry I cannot be with you today because Allison and I are traveling. I want to thank you for coming to the Homecoming Tailgate. We dont remember a better tailgating time at Ӱɴý. We want to express our congratulations to Queen Alyse Ledet and King Jaiden Valure. As you may be aware, I am supporting the Student Referendum to add $1.25 per credit hour to increase the revenue for the Rec Center Building. I do this with careful consideration and the fact that the university fees were recently increased. Our goal remains to keep the quality of your education high and the cost less. Ӱɴý was recently selected as the best valued university in Louisiana. One of the most popular and tactful facilities on campus is the Rec Center. The Rec Center is more than just a place to work out. Its a place to gather with the community and to interact. Its where students find a support network. It supports mental and physical health reducing the stresses of everyday life and ensures that students stay engaged and successful both inside and outside of the classroom. I realize that this government leadership is opposed to that recommendation and is at odds in that position. The reality Im addressing is that cost has risen significantly since the last time the Center was started in 2003. When the Rec Center was built, it was understood that fees could increase with the rise of operational cost over the years. This is one of the challenges were dealing with. The insurance cost alone has doubled. From just over $48,000 in 2021-22 year to more than $100,000 this year. The cost has ballooned from $103,000 to $153,000 since COVID and increased the cost of everything from equipment to paper towels in restrooms. Meeting the bond payment is not optional. That is our legal obligation. The only outlet we have is to further reduce programs, reduce student jobs and reduce operating hours. These modest entries are to maintain operations. GUEST SPEAKER CONTINUED: As always, I want to thank the Student Government Association for its leadership. I want to especially thank President Cassard and Vice President Magallon for meeting with me and discussing shared interest in student government. finally I want to thank all of you for your careful consideration of the information that I have provided. GUEST SPEAKER: Dr. Michele Caruso I want to say that I am 100% in agreement with Dr. Clune. Ive worked with the Rec Center for almost 20 years, both directly and indirectly. I have witnessed first hand the impact of the rising costs and challenges that are facing facilities that put in the hours for students and for equipment. Our legal obligation is the bond but Ive also witnessed the extraordinary work and staff. Weve noticed the challenges we have and have been able to maintain that building. Its the students priority building and is one of the most utilized buildings on campus. In the last academic year, since Fall 2024-25, we had 48,154 students use this building over the course of two semesters. I have the Executive Vice President here as well, Terry Braud, who can tell you more about the Financial aspects if you have any questions about what weve been talking about. GUEST SPEAKER: Mr. Terry Braud Thank you for giving me an opportunity to talk about this to give you a little context on where we are today. First, what you might or might not know, the university has approximately $41 million in bond property debt. We work with the State of Louisiana and sell bonds. The majority of that debt relates to our values and were in full compliance paying what were supposed to be paying. Approximately $9 million of that debt does belong under the Rec Center. The way that the Rec Center originated was students such as yourselves, identified with it. They sat down with the administration and focus was developed at $8.00 per student, per credit hour. We would generate a certain amount of revenue that could cover the debt service along with the operating cost of the facilities. So, they came up with that plan in 2003. We fast forward to 2010-12, the facility gets built and thats where we are today. We have to continue to support the Rec Center today. The reality is the Rec Center has been running approximately $75,000 to $100,000 short. That means we have to take money from the operating side to cover the debt. This is the same way you recall back in 2023 when Dr. Caruso and I went to the administration. For the same way, Dr. Caruso works directly with Dr. Clune and others at the Rec Center and took that model and replicated that. We made adjustments to try to put that back in order. Were still falling short. Number one, were dealing with the bond debt but still have an option. The option is to stay. We cannot default on that because that affects all of the university. The second part of this is that were doing this with lower enrollment. In fact, the revenues that they would have estimated in 2003 has gone. Then third, were dealing with what Dr. Caruso and Dr. Clune talked about, the cost they have to include with the cost today. So, with all of that said, the $1.25, we sat down and thoughtfully said that would be to get into a position with the Rec Center to avoid cancelling programs, to make sure were using all our options. It comes down to $1.25 per credit hour. Thats half of the eleven hours for Fall and Spring so thats less than $14 per student for Fall and Spring. Then it caps at 7 hours in the summer. Thats a lot of numbers but essentially what were looking at for your consideration today with the Referendum. As the student government association, I would put you at the starting point to work with the process to get this to Spring. COMMENT: Senator Jaiden V. asked what would happen if we dont get the increase? Dr. Caruso said wed have to decrease the hours further than now and cut student labor, programs and things like that. We looked at other things. For example, Dr. Caruso looked at a Pickleball Tournament to rent space on the basketball court but this is something where we could bring in other programs. Further discussion was held. GUEST SPEAKER CONTINUED: (Mr. Braud) COMMENT: President Cruz C. said this will be an ongoing issue. I think that we can agree that by no means do we want to pay more for our college education. So, this is going to be a negotiation. Its important that we go after everything we can in this process. But theres also a lot of Rec Center history. I want to remind everyone that this is going to be in negotiations. We might get there but right now, after the talks weve had with our team and other students and students that have come before me, were not there yet. Well keep everybody informed until we get there. I just want to say that I really appreciate that with the numbers, we get the underground reality of whats happening but for right now, theres going to be a negotiation. We have a lot of room to go. Before we jump ahead of this thing, we need to slow down and think about everything. The problem is that its a fee increase or tax increase if you want to put it in another term. I thank you for your presentation. Dr. Clune laid it out for us but were not there yet. Thank you. Mr. Braud said one of the things I was just reminded of is that the referendum would likely be in April. At this particular point, the battle is having to get the UL Systems, the governing board, approval. We have an opportunity in February that the Board may look at it a little sooner. Dr. Caruso said the Spring Elections are in late March, early April. Mr. Braud said hes not trying to put any pressure. Hes just trying to give you the lay of the land. December is an adequate time to advertise it on what were proposing. February might be a little bit late. Dr. Caruso thanked President Cruz C. for his comments but shes not aware of anything in the Constitution or Bylaws that support any guidelines for negotiations for something like this. So, theyll talk further about that and get more information. I want to remind the entire SGA that youre set up in three separate branches intentionally. Its the legislative branch, its the executive branch and its the judicial branch. I want to remind everybody of that. OFFICER REPORTS: PRESIDENTS REPORT CRUZ CASSARD Here are some campus updates that I wanted to touch base on: I want to congratulate Senator Jaiden Valure on winning Homecoming King. I also want to thank Director Justin H. for all his assistance announcing display winners at Alive@5. This morning I was attended the UL System Town Hall where we discussed the UL System Strategic Plan and how it will translate into student success for both students at Ӱɴý State and across all of our System schools. Last week, I attended a Campus Dining Association meeting where we discussed new concepts coming to campus alongside ideas for upcoming campus dining events. I have the minutes from the meeting if anyone would be interested just let me know. Also, an update for the Senate, I can now confirm that the pool table in Ellender Hall has been fully fixed and I want to thank everyone for their patience in this process. Then, on Wednesday of last week, Vice President Adriana M. and I attended Bon Vin. We want to thank the Office of Advancement for the invitation. This week, both Director Justin H. and I will travel to Bossier Parish Community College (BPCC) for the second COSBP meeting of the semester. I look forward to learning more about the (LCTCS) Louisiana Community and Technical College System and BPCC as a whole. Last week, I had a meeting with FCA (Fellowship of Christian Athletes) president and Vice president and Mr. David Constant (minister region of FCA) about 12 days of fitness; one of the days they would like to do a spiritual wellness day on November 11, 2025 from 5pm-8:30pm. This event is to promote how we can exercise our faith in our daily routine. Campus United: Im reaching out to Delight ministry and Chosen Colonels today for a meeting to discuss ideas. I will be reaching out to all RSOs (Registered Student Organizations) about Spiritual Wellness Day for November 11, 2025 and seeing if anyone would be interested in coming. Also, I have a meeting with FCA President and Vice President and Mr. David this week to wrap up the Spiritual Wellness Day at 5:30pm to go to the Reservoir. It was an amazing morning and we heard from Dr. Clune along with other supporters of the program. Similarly, we attended Bon Vin, a night that promotes Ӱɴýs scholarships which was an awesome experience. It allowed us to meet many of our Ӱɴý donors and other supporters. Beyond that, the student working groups are also advancing along. We are beginning to receive specific tasks and subcommittees to explore the best benefits to building up Ӱɴý. With that time crunch and finals approaching, we only have a few meetings left. Its crucial that if there are things you would like to put into Motions and have funding, be it a college, Greek or other area of campus, it needs to get in soon! All Ngage funding requests and Motions to be considered for the full two week period must be submitted by 11/7/25, preferably by 1:30 PM. If something is not doable by 11/7, you must get all things together for 11/14, preferably by 1:30 PM. You must also be prepared to suspend the rules on 11/17.
