Hazing violates the intrinsic value of all persons, threatens our community and is not tolerated at ÐÓ°É´«Ã½.<\/p>
Committed to a safe and healthy campus, ÐÓ°É´«Ã½ works to provide a supportive learning environment that encourages respect for the dignity and rights of the entire university community.<\/p>
Hazing can be extremely detrimental to a community. It is important to know the policies and laws regarding hazing, the resources available to create organizations and teams that have strong community without hazing, and how to report any actions that could violate these policies and cause harm to our community.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
In compliance with Acts 635, 637, and 640 of the 2018 Regular Session of the Louisiana Legislature as well as Act 382 of the 2019 Regular Session of the Louisiana Legislature, the 2019 Louisiana Board of Regents Uniform Policy on Hazing, and the University System Policy, ÐÓ°É´«Ã½ reaffirms in this Policy its mandate that any form of Hazing of any student is prohibited.\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t
Go to a safe place and dial 911 or call: Once you are safe, consider filing a report with the police and submitting a report with ÐÓ°É´«Ã½ Police.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t Introduction<\/span><\/p> \u00a0<\/span><\/span><\/p> Students at ÐÓ°É´«Ã½ are expected to be partners in the process of fulfilling the mission of the University by creating and maintaining standards within student groups, teams, and organizations that are conducive to personal growth and development.\u00a0 If student groups, teams, or organizations are to play an integral role in the University\u2019s plan, they must set standards that challenge each individual to achieve his or her greatest potential.\u00a0 Hazing is the antithesis of this goal, in that it attempts to tear down the feelings of personal pride and self-esteem of the individual, under the guise of creating some solidarity in the group.\u00a0\u00a0<\/span><\/p> \u00a0<\/span><\/span><\/p> Policy<\/span><\/p> \u00a0<\/span><\/span><\/p> ÐÓ°É´«Ã½ adheres to the:\u00a0 <\/span>University of Louisiana System Policy (Effective: 8\/27\/2019)<\/span><\/a>,\u00a0 The <\/span>Louisiana Board of Regents Uniform Policy on Public Information on Hazing Prevention<\/span><\/a> (effective 8\/28\/2019), and upholds all Louisiana statutes related to hazing.\u00a0 The University prohibits any form of hazing.\u00a0 Student organizations and\/or individual members found to have engaged in hazing shall be in violation of the ÐÓ°É´«Ã½ Standards of Conduct and <\/span>Louisiana Statute R.S. 14:40.8<\/span><\/a> and are punishable by a fine and\/or imprisonment as well as by dismissal from the University.\u00a0\u00a0\u00a0<\/span><\/p> \u00a0<\/span><\/span><\/p> Purpose<\/span><\/p> \u00a0<\/span><\/span><\/p> Maintain a safe learning environment that is free from hazing.\u00a0 Hazing activities of any type are inconsistent with the educational goals of ÐÓ°É´«Ã½ and Louisiana Law and are prohibited at all times.\u00a0 No student, faculty or staff member, employee, administrator, guest, contractor, or volunteer shall plan, direct, encourage, aid, or engage in hazing.\u00a0<\/span><\/p><\/li> Assist with the prevention of hazing.<\/span><\/p><\/li> Encourage reporting, which is the responsibility of every member of the university community.<\/span><\/p><\/li> Accept the personal obligation to adhere to the basic community values of being civil and respectful of others.<\/span><\/p><\/li> Protect the safety and rights of all students.<\/span><\/p><\/li> Preserve the educational environment.<\/span><\/p><\/li><\/ol> Definitions<\/span><\/p> \u00a0<\/span><\/span><\/p> Hazing <\/span>is defined as any intentional, knowing or reckless act. Occurring on or off campus of an educational institution, by one person alone or acting with others, directed against an individual that endangers the mental or physical health of a student for the purpose of pledging, being initiated into, affiliating with, holding office in, or maintaining membership in any organization whose members are or include students at an educational institution, including but not limited to:<\/span><\/p> The person knew or should have known that such an act endangers the physical health or safety of the other person or causes severe emotional distress.\u00a0\u00a0<\/span><\/p><\/li> The act was associated with pledging, being initiated into, affiliating with, participating in, holding office in, or maintaining membership in any organization.\u00a0<\/span><\/p><\/li><\/ol><\/li><\/ol> \u00a0<\/span><\/span><\/p> Hazing includes and is not limited to any of the following acts associated with pledging, being initiated into, affiliating with, participating in, holding office in, or maintaining membership in any organization:<\/span><\/p> Physical brutality, such as whipping, beating, paddling, striking, branding, electric shocking, placing of harmful substances on the body, or similar activity.<\/span><\/p><\/li> Physical activity such as sleep deprivation, exposure to the elements, confinement in a small space, or calisthenics, that subjects the other person to an unreasonable risk of harm or that adversely affects the physical health or safety of the individual or causes severe emotional distress.<\/span><\/p><\/li> Activity involving consumption of food, liquid, or any other substance, including but not limited to, an alcoholic beverage or drug, that subjects the individual to an unreasonable risk of harm that adversely affects the physical health or safety of the individual or causes severe emotional distress.\u00a0\u00a0<\/span><\/p><\/li> Activity that indices, causes, or requires an individual to perform a duty or task that involves the commission of a crime or an act of hazing.<\/span><\/p><\/li><\/ul> It is important to note that physical activity that is normal, customary, and necessary for a person\u2019s training and participation in an athletic, physical education, military training, or similar program sanctioned by the postsecondary education institution is not considered \u201chazing.\u201d<\/span><\/p> \u00a0<\/span><\/span><\/p> Organization<\/span> is a fraternity, sorority, association, corporation, order, society, corps, cooperative, club, service group, social group, band, spirit group, athletic team, or similar group whose members are primarily students at, or former students of, a postsecondary education institution, including the national or parent organization of which an of the underlying entities provided for in this definition is a sanctioned or recognized member at the time of the hazing.\u00a0\u00a0<\/span><\/p><\/li> Pledging <\/span>is any action or activity related to becoming a member of an organization, including recruitment and rushing.<\/span><\/p><\/li> Appropriate Authority\u00a0<\/span><\/p> Any state or local law enforcement agency.<\/span><\/p><\/li> A 911 Public Safety Answering Point as defined in Title 33 of the Louisiana Revised Statutes of 1950.\u00a0<\/span><\/p><\/li> Emergency medical personnel.<\/span><\/p><\/li><\/ol><\/li> Reckless Behavior <\/span>is an activity or behavior in which a reasonable person knew or reasonably should have known that the activity or behavior may result in injury to another, including but not limited to, excessive consumption of alcohol, binge drinking, drag racing, consumption of any controlled dangerous substance, acts of hazing, or other similar activity.<\/span><\/p><\/li> Serious Bodily Injury<\/span> is bodily injury that involves unconsciousness, extreme physical pain, or protracted and obvious disfigurement, or protracted loss or impairment of the function of a bodily member, organ, or mental faculty, death, or a substantial risk of death.<\/span><\/p><\/li><\/ol> \u00a0<\/span><\/span><\/p> Reporting Requirement<\/span><\/p> \u00a0<\/span><\/span><\/p> In accordance with\u00a0 <\/span>R.S. 14:40.8(B) and R.S. 17:1801(C), 1801.1(C), and 1805(A)(3), 3 (B), and (D)(2) and to enact R.S. 17:1801.1(B)(3)<\/span><\/a><\/p>
